PayPal has an announcement regarding the recent withdrawal of PayPal money to Visa Debit Cards.

We are aware that users in certain countries such as Malaysia, India, Indonesia and the Philippines, are currently unable to complete withdrawals to their Visa® credit, debit or prepaid cards. We are working diligently to resolve this as quickly as possible so that you can access your funds. We hope to have this resolved in the next 72 hours and will let you know once we have more updates.

I would just like to share that the issue seems to be resolved now. Mine now shows completed status. I wrote about it here:

Aggie, ok na withdrawal mo? Mine’s still pending
Pero I tried using the withdraw to bank option yesterday at nag-withdraw ako ng $100, trial lang. Ayun, completed na sya agad kaninang hapon. Hopefully ma-credit agad sa bank account ko
